Risk Control Training Programs
As a support to your existing safety efforts, the Florida League of Cities offers several training programs. Generally, these programs are one to two hours in length, and are supported by multimedia material and handouts.

Online Training Programs

The FMIT has developed a wide range of online training courses for members to utilize. This service starts off with 23 class subjects on which all employees should be trained every year. More classes will be added as needed.

Benefits of Online Training/Learning:

·        Allows public entities to present the same training content in the same way to all employees, which helps ensure training consistency.

·        Allows entities to customize training to target the needs of certain departments or even individual employees. If a certain topic or operation requires a class, the FLC can create that class for an entity.

·        Online Training/Learning programs are both cost effective and easy to update.

·        Online Training/Learning programs make it easy to schedule training for shift workers, absent workers, telecommuters, etc.

·        Any number of employees can access training materials at the same time or at different times, without having to leave his or her workstation to train.

·        Training is available to employees anywhere with computer/web access, and at any time that is most convenient.

·        Online Training/Learning offers just-in-time training capability. For example:

o   Employees tackling new tasks can review training materials just before beginning the task.

o   Employees experiencing job problems can access online training materials to find solutions.

Online Training/Learning classes include practice exercises and test comprehension through quizzes, case studies and other assessments. These classes are relatively short, half an hour for most, and no more than 60 minutes for complicated topics.

The system will monitor and evaluate employees. It will also track important data, such as how much time trainees spend training, progress through modules, test scores, and problems that prevent trainees from completing the program.

Online Training/Learning classes are created specifically for public entities of Florida, not generically created for a national audience by a national vendor.

The cost to FMIT members is a fraction of the cost relative to other similar services. There is no per-course or per-seat fees. Unlimited use of all courses is included in an annual subscription.

FMIT member with WC coverage:                           $1 per employee in entity

FMIT member with no WC coverage:                      $3 per employee in entity

If FLC or FMASH member:                                     $5 per employee in entity

If public entity:                                                       $10 per employee in entity

Example: City “A” has Workers Compensation coverage with the FMIT. They have a total of 200 employees in the city. Unlimited use of the online system for all employees for an entire year is $200. 

Fleet Training Programs
Motor vehicle accidents can damage more than property; motor vehicle accidents can cause personal injury, damage to property, and reflect unfavorably on a city’s image. The Florida League of Cities, Risk Control Department, offers a four-hour fleet training program covering topics based on three key factors in driving: knowledge, skill, and decision making.

 This presentation covers the following topics:

  • Management Involvement & Commitment
  • Driver Selection
  • Driver Supervision
  • Driver Training
  • Vehicle Maintenance
  • Accident Investigation
  • Forecasting (projecting the types & numbers of accidents)

Municipal Safety Program Implementation

This safety program is a management approach to loss reduction. The program is developed to assist governmental entities in the implementation of a formal risk control program. The program addresses seven key elements essential to the establishment of a successful risk control effort.  

Seven Key Elements for a Successful Safety Program:

  • Management Involvement & Support
  • Assignment of Responsibility
  • Maintenance of Safe Working Conditions
  • Employee Training
  • Record keeping & Reporting
  • First Aid & Medical Assistance
  • Employee Awareness, Acceptance, and Participation

The program is implemented through an orientation program attended by all key employees of your public entity. The safety program provides all the instructional forms and the step-by-step requirements of a solid, safety program.
